Jill Foster is a recurring character in the second season of Boomtown. She is played by guest star Rebecca De Mornay. She is a thief and murderer. She is the mastermind behind the high line robberies alongside her partner, safe cracker Rachel Durrell. The pair work with crime boss John Donadoni.

She is the murdered of two police officers, working with an informant in the police. She is arrested attempting a bank robbery. She kills her partner, Rachel, when she is wounded.
